User independant and configurable settings

Allow the user via an API to individually view and edit settings that override the default global settings.
The data store will be, at the sysadmin's option, one of;

  • PostgreSql
  • MySql
  • ASCII flat files
  • Other via standard API
Release: Targeted for Spamilter-0.70 (This was initially targeted for 0.60)
